The silhouette of Sherlock Holmes can be found in the second-floor window above the Constabulary door; a green frame is around the door. It’s in the city room (the room with the fountain) just after you pass through the pub with the bartender who spins the mugs. Once you leave the pub room, look directly to the left and up a little and you’ll see Sherlock. (He’s not a Disney character, but he is a cool Hidden Surprise!)
